국가유산청(청장 최응천)은 지난 5월 23일 오후 2시(현지시간) 프랑스 파리 소재의 유네스코 본부에서 유네스코(사무총장 오드레 아줄레)와 「무형유산보호협약 신탁기금 공여를 위한 협정(Framework Arrangement)」을 체결하였다.

국가유산청과 유네스코는 이번 협정 체결을 계기로 무형유산 모범사례 온라인 플랫폼 구축 사업을 위해 상호 협력하기로 하였다. 해당 사업은 전 세계의 무형유산 보호·전승 모범사례를 공유해 무형유산에 대한 인식을 개선하고, 정보의 공유를 활성화하는 온라인 플랫폼을 구축·운영하기 위해 유네스코에서 추진하는 사업이다.

국가유산청은 해당 사업을 위해 향후 5년간 연 10억 원의 신탁기금을 유네스코에 공여할 예정이다. 특히 우리나라가 유네스코 무형유산 분야에 별도 기금을 조성하는 것은 이번이 처음이다.
협정 체결 후, 최응천 국가유산청장은 앞으로 공여할 기금으로 운영될 무형유산 온라인 플랫폼의 시험판(베타 버전)을 사전 점검하기도 하였다.

한편, 최응천 국가유산청장은 에르네스토 오토네 라미레즈(Ernesto Ottone Ramirez) 문화사무총장보와 면담을 갖고 오는 7월 결정되는 2026년도 세계유산위원회 개최지에 대해 대한민국 유치 필요성을 적극 피력하였다. 또한, 국가유산청 출범('24.5.17.) 1주년을 계기로 앞으로도 국제 유산 분야에서 선도적인 노력을 전개할 것을 약속하였다.

참고로, 우리나라는 현재 총 23건의 인류무형유산 대표목록(Representative List)을 보유하고 있어, 184개 무형유산보호협약 가입국 중 중국 39건, 튀르키예 28건, 프랑스 26건에 이어 네 번째로 많은 인류무형유산을 보유하고 있는 무형유산 분야 국제 선도국이다.
또한, 2026~2030년 임기의 무형유산보호협약 정부간위원회 위원국으로 선출되기 위해서도 노력하고 있으며, 위원국으로 선출된다면 무형유산 분야에서 대한민국의 국제적 영향력을 더욱 확대할 수 있을 것으로 기대된다.

국가유산청은 앞으로도 유네스코와의 협력을 확대하는 적극행정을 통해 전 세계에 무형유산 보호 선도국으로서의 입지를 다져나갈 예정이다.

The Korea Heritage Service(Administrator Choi, Eungchon) has signed a Framework Arrangement with UNESCO in Paris, France on May 23 at 2:00 pm local time to contribute to the Intangible Cultural Heritage Fund under the Convention for the Safeguarding of the Intangible Cultural Heritage(ICH).

The MOU on the Framework Arrangement will enable the KHS and UNESCO to collaborate on the establishment of the online platform for sharing good safeguarding experiences in Intangible Cultural Heritage. The project, led by UNESCO, aims to enhance global awareness and facilitate information sharing on ICH by improving online access to exemplary cases of its safeguarding and transmission worldwide.

The Korea Heritage Service intends to contribute approximately 1 billion KRW annually to the Funds-in-Trust for this project over the next five years. This marks the first time a separate fund has been established within UNESCO specifically for the ICH sector.

Following the signing ceremony, the Administrator reviewed the beta version of the ICH Online Platform, which will be operated with the funds provided.
Meanwhile, the Administrator met with Ernesto Ottone Ramirez, UNESCO's Assistant Director-General for Culture and firmly emphasized the importance of the ROK hosting the 2026 World Heritage Committee, which will be decided in July.

Further, on the occasion of the first anniversary of the Korea Heritage Service's inception on May 17, 2024, Administrator Choi, Eungchon pledged to continue leading efforts in the international heritage sector.

As a point of reference, the Republic of Korea has a total of 23 elements inscribed on the Representative List of the Intangible Cultural Heritage of Humanity, placing it forth worldwide following China(39 elements), Turkey(28 elements) and France(26 elements) among the 184 States Parties to the Convention.

In addition, the Korean government is striving to be elected as a member of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage for the 2026-2030 term. If elected, this would further strengthen ROK's international standing and influence within the domain of ICH.

The Korea Heritage Service is determined to maintain its proactive administrative efforts to reinforce its position as a global leader in safeguarding ICH by expanding its collaborative endeavors with UNESCO.
